  • James A. Kolpack brings over three decades of senior leadership experience at the U.S. Department of Labor, Wage and Hour Division, where he directed nationwide enforcement programs, managed large regional operations, and advised top federal executives on labor policy and compliance strategy.


                                                                                              Areas of Expertise

  • Strategic Enforcement Leadership: Provided nationwide executive direction on labor standards enforcement, including oversight of regional enforcement plans and accountability reviews.
  • Crisis Management & Policy Development: Co‑led the Families First Coronavirus Response Act workgroup, shaping enforcement strategy and training during the COVID‑19 pandemic.
  • Operational Excellence: Directed enforcement and operations across 14 district offices, managing 339 staff and multimillion‑dollar budgets while improving efficiency, accountability, and case outcomes.
  • Cross‑Agency Collaboration: Partnered with OSHA, EBSA, OFCCP, and other federal agencies to coordinate investigations, outreach, and compliance initiatives.
  • Financial & Program Oversight: Led financial management projects, improved back wage disbursement systems, and implemented cost‑control strategies to prevent compliance risks.
  • Training & Workforce Development: Designed and delivered national training programs for investigators, managers, and enforcement teams, strengthening organizational capacity.
  • Artificial Intelligence: Guidance on retraining/retooling staff, guidance on how to properly approach reductions in staff and continue brand recognition, guidance on when AI is truly going to assist the business with reference to positions, production, and overall success.
